إدارة المؤسسات المالية النظامية والسيولة النظامية وفق مقررات بازل ثلاثة (حالة الجزائر)

Résumé: أن الإطار الخاص بالمؤسسات ذات الأهمية النظامية في مقررات بازل (3)، وخاصة ما يتعلق برفع المتطلبات الدنيا لهذا النوع من المؤسسات، يدل على رؤية احتراز كلي، لضمان سلامة النظام المالي من التعرض المفاجئ لأي انهيار جزئي أو كلي بفعل التشابك بين مكوناته؛ أي الحد من اثر الدومينو. بالنسبة لحالة الجزائر، فان التوجهات الاحترازية الأخيرة المرتبطة بالاحتراز الكلي، و خاصة بعد صدور قانون النقد و القرض الجديد 10-04، والتعليمة 14-01، تحمل أحكام وتشريعات خاصة بالبنوك والمؤسسات المالية ومنها ذات الأهمية النظامية لجعل النظام المالي أكثر استقرار. الكلمات الدالة: المؤسسات النظامية، مقاربة الاحتراز الكلي، السيولة النظامية، رأس المال الحماية. Abstract: The regulatory framework of institutions systemically important in the decisions of the Basel (3), particularly with regard to the lifting of the minimum requirements for this type of institutions. Demonstrates the vision precaution Klee, to ensure the safety of the financial system of the sudden exposure to any partial or total collapse because of overlap between its components; no limit of a domino effect.
