تسيير المساجد في الجزائر. قراءة سوسيولوجية ‏

Résumé: يعتبر المسجد أحد النماذج المؤسساتية ذات القيمة الروحية والحضارية الراسخة في ‏المجتمع الجزائري، لعب أدوارا مهمة في محطات تاريخية مختلفة، كان أهمها الدفاع ‏والحفاظ على الهوية الإسلامية للمجتمع الجزائري. ومن أجل أن يستمر المسجد في دعم ‏المجتمع بأفراده ومؤسساته كان على القائمين عليه مراجعة الأبعاد البنيوية والتنظيمية ‏حسب الظروف الاقتصادية والتحولات السياسية التي عرفتها الجزائر منذ الاستقلال. إن ‏المتتبع للتشريعات والقوانين والمراسيم الوزارية والرئاسية المنظمة للشأن الديني في ‏الجزائر عامة وتلك المنظمة لمؤسسة المسجد بشكل أخص، لا يمكنه سوى استنتاج ذلك ‏المنحى التصاعدي في الكم والتفصيل الذي عرفته التشريعات المنظمة لهذه المؤسسة ‏الحيوية. لكن بعض التناقضات والتداخلات الهيكلية لا تزال مطروحة تارة في النصوص ‏التشريعية وتارة في الواقع الاجتماعي بخصوص تنظيم مؤسسة المسجد وتسييرها وفق ‏مقتضيات ومتطلبات التسيير المؤسساتي الحديث. ولكي يضطلع المسجد بالمهمات ‏الاجتماعية والحضارية المعاصرة ويساير القضايا الراهنة للمجتمع والدولة على حد سواء ‏ويوفق بين الرؤى والمواقف عليه أن يتأهل على غرار بقية المؤسسات الفاعلة في المجتمع، ‏بالرأسمال البشري والمادي الذي يعين الإمام ويسنده في تسيير المؤسسة المسجدية وفق ‏المتطلبات والحاجيات الراهنة.‏ The mosque is considered one of the institutional models with a ‎spiritual and cultural value deeply rooted in Algerian society. It ‎played an important role at different historical stages, the most ‎important of which was the defense and preservation of the Islamic ‎identity of Algerian society. For the mosque to continue to support ‎society with its individuals and institutions, its leaders had to ‎review the structural and organizational dimensions according to the ‎economic conditions and political transformations that Algeria has ‎experienced since independence. Anyone who follows the ‎legislation, laws and ministerial and presidential decrees regulating ‎religious affairs in Algeria in general, and those regulating the ‎institution of mosques in particular, can only conclude that this ‎upward trend, in quantity and detail, is evidenced by the legislation ‎regulating this vital institution. However, certain contradictions and ‎structural overlaps are still presented, sometimes in legislative texts, ‎sometimes in social reality, concerning the organization of the ‎mosque institution and its management in accordance with the ‎demands and requirements of modern institutional management. In ‎order for the mosque to fulfill its contemporary social and ‎civilizational tasks, to keep pace with the current problems of ‎society and the state and to reconcile visions and positions, it must ‎be endowed, like the rest of the active institutions of society, with ‎the human and material capital that assists the imam and supports ‎him in the management of the institution of the mosque in ‎accordance with current requirements and needs. ‎‏ ‏‎ ‎‏ ‏
