السياسة الأمريكية و الأوروبية تجاه الإصلاح السياسي في المنطقة العربية : الجزائر و المملكة المغربية نموذجا

Résumé: الملخص: شهدت السنوات الأخيرة خطابا عالميا موجها للمنطقة العربية مفرداته الديمقراطية و الاصلاح و التنمية و هو ما يفسر انهمار مشاريع الاصلاح السياسي من الخارج بدعوى تأهيل و تحديث الأوضاع و البنى و المفاهيم السياسية و الاقتصادية و الاجتماعية و الثقافية في العالم العربي ، من هذا المنطلق سيتم التركيز في هذه الدراسة على بحث مبادرات الاصلاح الأمريكية و الأوروبية من حيث منطلقاتها ، مضامينها و أهدافها ، و الوقوف على أوجه التشابه و الاختلاف القائمة بينها ، ثم التطرق لمواقفها من الاصلاحات السياسية و الدستورية الجديدة في كل من الجزائر و المملكة المغربية . Summery In recent years, there has been a global discourse aimed at the Arab region, whose components are democracy, reform, and development, This explains the collapse of political reform projects from abroad, under the pretext of rehabilitating and updating the political, economic, social and cultural conditions and structures in the Arab world, This study examines the reform initiatives of the United States and Europe in terms of its origins, contents and objectives, and to identify the similarities and differences that exist between them, and then address their positions of the new political and constitutional reforms in Algeria and the Kingdom of Morocco .
