Résumé: The aim of this study to is identify the use of communicative applications smart phones by students and professors of information science and communication department of Ouargla University and its contribution to strengthening the press of a citizen. And we have discussed this problematic: how can use of smart phones applications contribute to strengthening a citizen’s press from the point of view of the students and professors of information science and communication department of - Ouargla University? And tried to answer the following hypotheses:  Smart phone applications connectivity use differs to the professors and students of the of information science and communication department of Ouargla University.  Smart phone applications enhanced communication, the spread of citizen press phenomenon.  The citizen can through technological tools for smart phones to fill the shortage that did not covered by the traditional media.  The increasing developments in techniques of smart phones and their applications made them a competitive and a real alternative to traditional means of information. And for testing hypotheses study and access to accurate results we used the descriptive approach analytical work, and the study was conducted on a sample Through the intent consists of 822 individual distributed as follows: 802 university students registered in information science and communication section, 20 university professors teachering in information science and communication department of Ouargla University. With regard to the study tools, was reliance on ( The questionnaire form) and reached the following conclusions, which we will display in the following points: - Communicative applications smart phones have contributed significantly to the strengthening of the phenomenon of the press of the citizen, so that enabled the students of the science department of information and communication to take electronic space scope for the application of the principles and the basics of press work professional ways or simple as the capacities and potential of each student and, on the other hand. In terms of the university professors of section affrontes citizen journalism using communicative applications for the Smartphone contributed to highlighting information capacities, as well as to why the interaction of individuals with its content information, and the respect and appreciation of their own, despite that some of them is a journalist in the media institution. But these communications applications despite the easy to install and use have added a kind of public participation in the mesh. - Smart phones communicative applications are the most commonly used to students and professors of information science and communication department of Ouargla University, where the application communication "Face book" and "Twitter" are the most prominent communications applications used exclusively by the publication process and communicate with others being the most common and used in the press of the citizen by the sender and recipient, more applications and other communications. This confirms the validity of hypothesis raised in this aspect. - Smart Phones communication applications strengthened the proliferation of the phenomenon of the press of the citizen among students and professors of smart phones, the fact that these phones are small in size with a high technologies and communications applications easy-to-use, this is what enabled the sample members of the practice of publishing and broadcasting through, which contributed to the proliferation and exercise daily status or multiple periods. And is also what confirms the correctness of the hypothesis in this side. - Press citizen can through the tools of technological communication to fill the shortage that did not covered by traditional media, is what we clearly in our field, the fact that the mass media could not cover all the events and the topics in the society, this is by virtue of its agenda and its priorities, as in the case of social issues, for example, in addition to the editorial policy of each institution briefing said unrestricted , and is also what confirms the correctness of my hypothesis in this side. - The increasing developments in techniques of smart phones and communicative applications made the press of citizen real assistant to the traditional means of information, as evidenced by the fact that the latter has become a specialization in public information system covered space news and reports and a robot and even investigations ....., etc. from the production and industry press citizen means that the press of the citizen known as other shift, thanks to the rapid developments in techniques exercise by virtue of becoming the hobby of all can a practitioner.
