الإستراتيجية الأمريكية للتسلح النووي و تهميش دور الوكالة الدولية للطاقة الذرية

Résumé: يتناول هذا البحث موضوعا يتعلق بسياسة أمريكا التي اتبعتها وفرضتها على دول العالم أثناء فترة الحرب الباردة و بعدها المتعلقة بالتسلح النووي ذلك بدءا من اكتشاف الطاقة النووية وظروف توظيفها لخدمة الجانب العسكري وصولا إلى تصنيع واستخدام السلاح النووي ، لتستمر في تطويره غير مهتمة بالقوانين والمعاهدات و القرارات التي اتخذتها الوكالة الدولية للطاقة الذرية. بناءا على ما سبق تم التوصل إلى انه رغم كافة الجهود التي قامت ولا زالت تقوم بها الوكالة الدولية للطاقة الذرية إلا أن الهيمنة الأمريكية لازالت تنقص من فعاليتها و تساهم في إقامة نظام دولي أحادي القطبية . This research paper deals with the policy that America followed and imposed on countries of the world during the period of the cold war and after which concerns nuclear arming starting from the discovery of the nuclear energy and its uses for military services until the production and use of nuclear weapons is not interested for the laws, conventions and decisions issued by the international agency of atomic energy. Based on the above, it was concluded that despite all the efforts made and still carried out by the International Atomic Energy Agency, but the US hegemony still detract from the effectiveness and contribute to the establishment of an international system omnidirectional polar.
