جيوبوليتيكا النفط و رهانات الجزائر الجيو إستراتيجية في ظل تحديات الطاقة المتجددة

Résumé: يهتم موضوع الدراسة بأحد أهم القضايا التي تمس أمن و إقتصاد الدول، ما يعرف "بأمن الطاقة العالمي"، حيث لم يصبح أمن الطاقة متعلقا بتأمين الدولة لما تمتلكه من إحتياطاتها الأحفورية فحسب، بل أصبح ضرورة مواكبة تطورات العصر، التي أصبح فيها الأمن الطاقوي يتجاوز هذا المفهوم التقليدي ببروز الطاقات المتجددة كإستراتيجية طاقوية جديدة في العالم، تستطيع التحكم في جيوبوليتيكا العالم مستقبلا، تحت مايسمى "بالإنتقال الطاقوي المستدام"، فأصبح على إثر ذلك الإنتقال الطاقوي مبتغى عالمي، والج ا زئر على غ ا رر دول العالم تسعى للإلتحاق بهذا الركب الإنتقالي عبر إنتهاج سياسات طاقوية جديدة، و كذا إعتماد إسترايجيات فعالة في تطبيقها، على الرغم من التحديات الجيوإستراتيجية التي يقتضيها رهان تحقيق هذا الإنتقال، و جاءت هذه الدراسة لتبحث في مدى نجاعة هذه الإستراتيجيات في إمكانية تحقيق إنتقال طاقوي مستدام في الجزائر، و فيما إذا كان هذا الإنتقال سيضمن لها أمنها الطاقوي في الساحة الدولية. لتتوصل الدراسة إلى أن الإنتقال الطاقوي يعتبر خيارا إستراتيجيا، و ليس حلا جذريا لضمان أمن طاقوي فعلي، حيث أنه بالرغم من أهمية الطاقات المتجددة كإستراتيجية طاقوية عالمية جديدة، فستبقى الطاقات الأحفورية - خاصة منها النفط- لها ثقلها الأمني و الإقتصادي في الساحة الدولية، على الأقل في القرن الواحد و العشرين، و أن الطاقات المتجددة تعتبر البديل عن الطاقات الأحفورية إذا ما تعلق الأمر بتحقيق إنتقال طاقوي مستدام، لكنها تصبح المكمل لها إذا ما تعلق الأمر بتحقيق الأمن الطاقوي القومي، و عليه فإن تحقيق أمن طاقوي في الجزائر في الوقت الراهن، سينجح فقط بالمزج بين الطاقات الأحفورية، و الطاقات المتجددة، و ذلك بوضع إستراتيجية متكاملة تجمع بين الريع النفطي، و ريع الطاقات المتجددة مع التأكيد على تجاوز الإعتماد الكلي للجزائر على الطاقات الأحفورية . The topic of the research is concerned with one of the most important issues affecting the security and economy of countries, the so-called "global energy security". Now energy security has not become related to the state's securing its fossil reserves only, but it has become a necessity to follow the developments of the world, in which energy security has become beyond the traditional concept. With the emergence of renewable energies as a new energy strategy in the world, it can control the geopolitical map of the world in the future, under the so-called "sustainable energy transition." Accordingly, the energy transition has become a global demand, and Algeria as a whole is seeking to join this transitional line by adopting new energy policies, as well as effective strategies in implementing those policies, despite the geostrategic challenges imposed by achieving this transition, and this study came to examine the efficacy of these strategies In the possibility of achieving a sustainable energy transition in Algeria, and whether this transition leads to its energy security in the international arena ? The study concludes that the energy transition is a strategic option, not a radical solution to ensure real energy security, as despite the importance of renewable energies as a new global energy strategy, it is emphasized that fossil energies - especially oil - have security and economic weight in the international arena, on the least in the twenty-first century. Here, it can be said that renewable energies are considered an alternative to fossil energies if it comes to achieving a sustainable energy transition, but become complementary if it comes to achieving national energy security. Through this, reaching energy security in Algeria at the present time will succeed only by blending between fossil energies and renewable energies, by developing an integrated strategy that combines oil resources and renewable energies, emphasizing that Algeria does not depend entirely on fossil energies.
