استراتيجية الجزائر في التكيف مع تأثير تغير المناخ على إدارة الموارد المائية

Résumé: لم تعد التغيرات المناخية المستمرة منذ زمن بات طويلا تثير الفضول العلمي فقط بل أصبحت تشكل أهم المسائل البيئية الكبرى بل أخطرها؛ حيث تهيمن على عصرنا وتشكل التحدي الأكبر أمام الدول والمنظمات البيئية. مما يفرض على الجزائر وضع استراتيجية في التكيف مع تأثير تغير المناخ على إدارة الموارد المائية. ويهدف هذا البحث إلى معرفة مدى تأثر الماء بالتغيرات المناخية، من خلال عدة جوانب، أبرزها الانفجار الديمغرافي، والانخفاض في جريان المياه، وندرة الموارد، وتدهور البنية التحتية المائية، والتهديدات التي تتعرض لها الأراضي الرطبة، وما إلى ذلك. وفي ظل هذا الوضع، اتخذت الجزائر تدابير للتكيف كما ونوعا في إطار الإدارة المستدامة لهذا المورد الذي لا تقدر بثمن للجيل الحالي وللأجيال القادمة. ومن أهم نتائج هذه الورقة البحثية نجد أن الجزائر من الدول التي تعاني من الإجهاد المائي ونقص المياه. مع غياب وعي مجتمعي بخطورة استنزاف المياه يرافقه ضعف في إدارتها مما يفاقم خطر النفاد، مع ملاحظة قلة الدراسات في مجال إدارة المياه تقنيا وقانونيا. Climate changes that have been ongoing for a long time no longer only arouse scientific curiosity, but have also become the most important and even dangerous major environmental issues. It dominates our time and constitutes the greatest challenge facing countries and environmental organizations. This requires Algeria to develop a strategy to adapt to the impact of climate change on water resources management. This research aims to determine the extent to which water is affected by climate change, through several aspects, most notably the demographic explosion, decreased water flow, scarcity of resources, deterioration of water infrastructure, threats to wetlands, and others. With this situation, Algeria has taken measures to adapt quantitatively and qualitatively within the framework of sustainable management of this precious resource for the current generation and for future generations. One of the most important results of this research paper is that Algeria is one of the countries that suffers from water stress and water shortages. With the absence of community awareness of the danger of water depletion, this is accompanied by weakness in its management, which exacerbates the risk of depletion, noting the lack of studies in the field of technical and legal water management.
