دور السياسات العامة في تفعيل المسؤولية الاجتماعية للقطاع الخاص في الجزائر
Résumé: تعاظم دور القطاع الخاص في المساهمة في تحقيق التنمية المستدامة باعتبارها نسقا من العلاقات المتشابكة اقتصاديا واجتماعيا وبيئيا هدفها الرفع من المستوى المعيشي للسكان وتحقيق رفاهيتهم مما جعلها رهان كل الدول والمجتمعات ، وأصبح بذلك القطاع الخاص مرافقا للدولة والمجتمع المدني وأحد أهم الأضلاع والفواعل الأساسية في هذه المقاربة التنموية التشاركية، وتبعا لذلك أصبح مفهوم المسؤولية الاجتماعية للقطاع الخاص الاطار الأكثر رواجا الذي تستطيع من خلاله الدولة الدفع بالقطاع الخاص للمساهمة في تحقيق هذه التنمية المنشودة، وشهد هذا المفهوم تطورا بارزا على مستوى التنظير والممارسة، ما استدعى تدخل الدولة عن طريق وضع سياسات عامة متنوعة بين الطوعية والالزام لتنظيم هذه الممارسات خدمة للاستراتيجية العامة من أجل تحقيق التنمية المستدامة. تأتي هذه الدراسة لإبراز دور السياسات العامة للدولة في تفعيل أداء القطاع الخاص للمسؤولية الاجتماعية من أجل تعزيز إشراكه في عملية تحقيق التنمية المستدامة. The private sector has become increasingly involved in sustainable development as a cross-economic, social and environmental platform of relations aimed at raising the standard of living and well-being of the population, making it the behest of all Nations and societies, and the private sector has become a companion to the state and civil society, one of the most important actors in this participatory development approach. Accordingly, the concept of social responsibility of the private sector has become the most popular framework within which the State can pay the private sector to contribute to this desired development, and this concept has seen a significant development in theory and practice. This has necessitated State intervention by developing a variety of policies between voluntary and mandatory regulation of these practices in the service of the overall strategy for sustainable development. The study comes to highlight the role of state policies in operationalizing the private sector’s social responsibility to enhance its involvement in the process of achieving sustainable development.
