ملائمة المناخ الاستثماري في الجزائر لجذب الاستثمار الأجنبي المباشر خلال الفترة من 2010 الى 2019

Résumé: تهتم هذه الدراسة بإبراز الملامح العامة للاستثمار الأجنبي المباشر وكذلك الوقوف على المؤشرات الرئيسة لضمان جاذبية الاستثمار الأجنبي المباشر في الجزائر وذلك من خلال دراسة المحيط الاستثماري في الجزائر وقياس التباين الموجود بين مؤشرات ضمان جذب الاستثمار الأجنبي المباشر وفق مجموعة من المتغيرات المفسرة لهذا التباين. وتوصلت الدراسة إلى أن هناك عدة عوامل حالت دون الوصول الى زيادة تدفقات الاستثمار الأجنبي المباشر الى الجزائر لارتباط الاقتصاد الجزائري بتقلبات أسعار النفط في الأسواق العالمية وانخفاض الدخل الإجمالي الحقيقي، وضعف مؤشرات الحكم الراشد وارتفاع مستويات الفساد وعدم سيادة القانون رغم الإصلاحات التي قامت بها الجزائر سواء التشريعية او الاقتصادية او في البنى التحتية. This study is concerned with highlighting the general features of foreign direct investment, as well as identifying the main indicators to ensure the attractiveness of foreign direct investment in Algeria, through a study of the investment environment in Algeria and measuring the discrepancy between the indicators of guaranteeing foreign direct investment according to a set of variables that explain this difference. The study found that there are several factors that prevented the increase in foreign direct investment flows to Algeria due to the connection of the Algerian economy with fluctuations in oil prices in global markets, low real total income, weak governance indicators, high levels of corruption and lack of rule of law; Despite the reforms undertaken by Algeria, whether legislative, economic or infrastructure.
