إستراتيجية الجزائر في رقمنة التعليم العالي والبحث العلمي

Résumé: تهدف هذه الدراسة إلى تبيان الإصلاحات الجذرية التي مست التعليم العالي و البحث العلمي، سواء من حيث اثراء المنظومة القانونية الخاصة بالتعليم العالي بقوانين وتنظيمات جديدة أو تعديلها بما يتماشى و توصيات الأمم المتحدة في مجال التعليم العالي و البحث العلمي، و كذا من حيث تطوير نظام التكوين و إدخال ممارسات و آليات جديدة من شأنها عصرنة و تحسين جودة التعليم العالي و البحث العلمي، على غرار التحول الرقمي أو ما يعرف بعملية الرقمنة و التي تعد آلية ضرورية و فعالة لتكريس الاستغلال الأمثل لقاعدة المعلومات المستخدمة في مجال التعليم العالي، كما تعد بوابة للانفتاح على الفضاء الدولي في ظل اتجاه التعليم العالي نحو تبني مفاهيم جديدة كالتعليم الالكتروني، الجامعة الافتراضية، و التعليم عن بعد. إلا أن تنفيذ عملية رقمنة التعليم العالي و البحث العلمي في الجزائر لم تخلو من الصعوبات و المعوقات، مما جعلنا نتساءل إلى اي مدى وفق المشرع الجزائري في إرساء منظومة قانونية كفيلة بإنجاح عملية رقمنة التعليم العالي و البحث العلمي ؟ Abstract: This study aims to show the radical reforms that affected higher education and scientific research, both in terms of enriching the legal system for higher education with new laws and regulations or amending them in line with the recommendations of the United Nations in the field of higher education and scientific research, as well as in terms of developing the training system And the introduction of new practices and mechanisms that modernize and improve the quality of higher education and scientific research, similar to the digital transformation or what is known as the digitization process, which is a necessary and effective mechanism to devote the optimal exploitation of the information base used in the field of higher education, and is also a gateway to openness to The international space in light of the trend of higher education towards adopting new concepts such as e-learning, virtual university, and distance education. However, the implementation of the process of digitizing higher education and scientific research in Algeria was not without difficulties and obstacles, which made us wonder to what extent did the Algerian legislator agree to establish a legal system capable of making the process of digitizing higher education and scientific research a success?
