النظام الوطني للابتكار في الجزائر: المحددات و العراقيل

Résumé: مستخلص: منذ أن أوضح شومبيتر(1942) دور التطور التقني في النمو الاقتصادي طويل المدى من خلال دور المنظم و النظام المصرفي، ازداد اهتمام الأدب الاقتصادي بتحليل أهمية الابتكار في خلق نمو مستدام ، و هو ما تجسد في ظهور حقل بحث جديد في ثمانينات القرن الماضي يهتم بدراسة النظام الوطني للابتكار، باعتباره يشكل البيئة الحاضنة و الداعمة لأنشطة الابتكار داخل البلد. لقد بينت كل الأبحاث أن العلاقة بين النمو و الابتكار هي علاقة وطيدة محركها الأساسي هو نشاط البحث و التطوير الذي يتحدد بسلوك الأعوان الاقتصاديين و السياسات الحكومية. تهدف هذه الدراسة الى تحليل نشاط الابتكار في الجزائر عبر تحليل محددات النظام الوطني للابتكار ، و التي خلصت إلى أن العلاقة التي تربط نظام البحث بنظام الانتاج تدل على روابط ضعيفة، رغم أنها أنشأت عدة أقطاب لتنفيذه ، و هو ما يعكس صعوبة تحويل المعرفة نحو المؤسسة (ضعف مؤسسي )، و كذلك ضعف نشاط البحث و التطوير الذي يعكس ضعفا هيكليا. الكلمات المفتاحية: النظام الوطني للابتكار ؛ مؤشر الابتكار ؛ البحث العلمي ؛ الجزائر. تصنيف JEL: O30؛ O50؛ I23 Abstract: Since Schumpeter (1942) clarified the role of technical development in long-term economic growth, economic literature has grown more interested in analyzing the importance of stimulating innovation in creating sustainable growth, which is embodied in the emergence of a new research field in the eighties of the last century that cares To study the national system of innovation, as it constitutes the incubating and supportive environment for innovation activities within the country. The study aims to analyze the activity of innovation in Algeria by analyzing the determinants of the national system of innovation, which concluded that the relationship between the research system and the production system indicates weak links, although it created several poles to implement it, which reflects, on one hand, the difficulty of transferring knowledge towards the institution (weakness Founders), and on the other hand, weak research and development activity which indicates structural weakness.
