التمييز بين الأوروبيين والجزائريين بالبلديات المختلطة خلال القرن 19 في التمثيل والخدمات العامة

Résumé: كرّست سياسة التمييز بين العناصر الأوروبية والجزائرية خلال الحقبة الفرنسية بالجزائر فوارق كبيرة بين هاذين الطرفين، فهي نتيجة سياسة استعمارية محدّدة خلال الاحتلال الفرنسي للجزائر. هذه الفوارق شملت معظم المجالات: السياسية، التشريعية، الاقتصادية، الاجتماعية والثقافية. لقد نتج عن سياسات مجالس البلديات المختلطة بالخصوص ،والمدعومة من طرف إدارة الاحتلال الفرنسي وتشريعاتها غير العادلة، آثارا وخيمة على الجزائريين، من خلال إضعاف تمثيلهم ومساهمتهم في تسييرها، بل وتهميشهم مقارنة بالعنصر الأوروبي في مختلف الخدمات العامة. The policy of distinguishing between European and Algerian elements during the French era established in Algeria great differences between these two parties, as it is the result of a specific colonial policy during the French occupation of Algeria. These differences included most of the fields: political, legislative, economic, social and cultural. The policies of the mixed municipal councils in particular, supported by the French occupation administration and its unjust legislation, have had dire effects on the Algerians, by weakening their representation and contribution to its management, and even marginalizing them compared to the European element in various public services.
