التغيرات المناخية والتدهور البيئي: نحو حوكمة مناخية لسياسات التكيف والتخفيف

Résumé: ملخص: تعتبر ظاهرة التغير المناخي من أهم المشكلات البيئية الناتجة عن تزايد الأنشطة البشرية وزيادة استهلاك مصادر الطاقة غير المتجددة، مما يهدد الأمن العالمي. وأصبحت التغيرات المناخية إلى جانب التدهور البيئي، على نحو متزايد عنصرا بارزا في المناقشات العامة حول القضايا السياسية والاجتماعية والاقتصادية، الذي عرف جدلا واسعا في البداية سرعان ما تلاشى وأصبح هناك توافق علمي واضح الآن يثبت حقيقة أن النظام المناخي يتغير والبيئة في تدهور مستمر. وبات تغير المناخ أمرا لا يمكن تجاهله، فقد صار هذا التغير أشبه بخطر الحروب على البشرية، الأمر الذي يمكن معه القول بأن قضية التغيرات المناخية تشكل خطر على السلم والأمن الدوليين. هنا، تبدأ مرحلة إتباع سياسة جديدة. مما يقتضي تغيير نمط حياتنا وإنتاجنا واستهلاكنا، فمناخ سريع التغيير يحتاج إلى جهود مكلفة ومعقدة للتكيف معه والتخفيف من حدة المشكلة. Abstract: The abstract should be a summary of the paper and not an introduction, presenting concisely the objectives, results obtained, and their significance. The increase in human activities as well as the rising consumption of non renewable energy sources and as a result the global security is menaced. The increasing climate change and environmental degradation became a prominent element in general debate about the political, economic, and social issues. At first the topic widely debated but the argument was quickly faded as well because now there is a clear scientific consensus proves that the climate is really changing and the environment is constantly deteriorating. Climate change has become a serious problem that cannot be ignored. And its effect on humanity now is similar to the danger of wars since it affects the international peace and security. This is where the new policy phase begins which requires changing our lifestyle, our production and consumption because a rapidly changing climate needs costly and complex efforts to adapt to it and alleviate the problem.
