النخبة السياسية ودورها في عملية الإصلاح السياسي في الوطن العربي -الإصلاح المؤسساتي نموذجا-

Résumé: تعتبر هذه الدراسة محاولة لتشخيص كل من متغيري النخبة والإصلاح السياسي، لاعتبارهما دعامتين أساسيتين يمكن من خلالهما فهم عمليات التحول التي تمس المجتمعات، الى جانب الاسهام في تفسير دور النخب السياسية في رسم مسار عملية اصلاح الانظمة السياسية العربية، من خلال تسليط الضوء على مؤشر الإصلاح المؤسساتي كأحد المرتكزات التي تقوم عليها العملية الاصلاحية. فاذا كان الإصلاح السياسي الوسيلة التي يتم من خلالها ترسيخ برامج وخطط التجديد والتغيير، فان النخبة هي العصب المحرك لهذه العملية، والمسؤولة عن ادارتها بالشكل الذي تراه مناسبا، وذلك نظرا لقوة التأثير التي تملكها، والتي تخولها لتقديم مبادرات تتماشى مع أيدولوجيتها، فتسعى الى إعادة صياغة الواقع بهدف الوصول الى أفضل صيغة، تستطيع من خلالها ان تحفظ التوازن داخل المجتمع من جهة، مع ضمان استمراريتها من جهة أخرى. الكلمات المفتاحية: النخبة، الإصلاح السياسي، الإصلاح المؤسساتي. Abstract: This study tries to diagnose each elite variable as well as political reform as two critical pillars for understanding the transformation processes that affect societies. This essay discusses the role of political leaders in charting the course of the process of reforming the Arab political systems, as well as the institutional reform index. If political reform is the means by which programs and plans for renewal and change are consolidated, then the elite is the driving nerve of this process and is responsible for managing it in the manner it deems appropriate, owing to its power of influence, which allows it to present initiatives that are in line with its ideology. As a result, it attempts to reformulate Reality in order to find the best recipe for preserving societal inaction on the one hand, while ensuring its existence on the other.
