دور الإدارة المحلية في إدارة الكوارث والمخاطر الكبرى في الجزائر الواقع والآفاق

Résumé: يمكن للكوارث الكبرى أن تكون خطرا وتتسبب في خسائر بشرية ومادية كبيرة، والهدف من تحليل وتقييم هذا النوع من الكوارث في الميدان الاقتصادي هو دراسة أحسن السبل للمساهمة مع الفاعلين خاصة الإدارة المحلية ودورها في المجال من الوقاية والحماية والمشاركة في مواجهة الأضرار الناتجة عنها. وقد حاولت الجزائر مثل باقي الدول المعرضة لمثل هذه الظواهر إيجاد الإطار التشريعي لإدارة أحسن لمثل هذه الأخطار والذي كان أهمها القانون رقم 20-04 الصادر في 25 ديسمبر 2004 المتعلق بالوقاية من الكوارث وتسييرها في إطار التنمية المستدامة، القانون رقم 05-04 الصادر في 14 أوت 2004 المتعلق بتهيئة الإقليم. الهدف من هذه الدراسة هو تحليل وتقييم أهم الأليات المتبعة والدور الذي تلعبه الإدارة المحلية الجزائرية في إدارة مخاطر الكوارث الكبرى وكيفييه الوقاية منها والأفاق المستقبلية لتجنب أكبر خطر يهددها. الكلمات الدالة: الكوارث الكبرى، الإدارة المحلية، المخاطر الكبرى Summary Major disasters can be dangerous and cause great human and material losses, and the aim of analyzing and evaluating this type of disaster in the economic field is to study the best ways to contribute with the actors, especially the local administration and its role in the field of prevention, protection and participation in facing damages. Resulting from it. Algeria, like other countries exposed to such phenomena, has tried to find a legislative framework for a better management of such dangers, the most important of which was Law No. 20-04 issued on December 25, 2004 relating to the prevention and management of disasters within the framework of sustainable development, Law No. 05-04 issued in August 14, 2004 relating to the preparation of the territory. The aim of this study is to analyze and evaluate the most important mechanisms followed and the role that the Algerian local administration plays in managing major disaster risks, how to prevent them, and future prospects to avoid the greatest threat to them.
