الشراكة الأورومتوسطية في مجال مكافحة الجريمة المنظمة.

Résumé: انطلاقاً من الأهمية الجغرافية و الاستراتيجية لمنطقة حوض البحر الأبيض المتوسط ، باعتبارها منطقة تتوسط القارات الثلاث و معبراً لطرق التجارة العالمية و تنقل الأشخاص ، و تفصل بين الشمال الغني و الجنوب الذي يعاني من ويلات الفقر، فقد جعل هذا الموقع منطقة المتوسط عرضة لمشاكل أمنية عديدة أهمها الجريمة المنظمة، حيث تعتبر هذه الاخيرة واحدة من أهم القضايا الأمنية المعقدة التي تشهدها المنطقة ، وهي الأن باشكالها و أصنافها المختلفة ؛ كتجارة المخذرات و تهريب المهاجرين و الاتجار بالبشر و بالأسلحة المحظورة و تهريب الآثار ... الخ، تطرح تحد أمني جديد على كافة الدول المتوسطية التي تسعى من خلال مشاريع الشراكة بينها لجعل منطقة حوض المتوسط منطقة مزدهرة و آمنة ، الأمر الذي دعا في النهاية دول حوض المتوسط ،الى محاولة تعظيم مشروع الشراكة الأمنية وتوسيعه لمكافحة هذه الظاهرة التي لا تقل خطورة على ظاهرة الإرهاب والهجرة غير الشرعية وخطر انتشار الأسلحة النووية وغيرها، ومن خلال هذه المقالة البحثية نحاول الكشف عن هذه الظاهرة و سبل معالجتها في اطار الشراكة الأورومتوسطية . Starting from the geographic and strategic importance of the Mediterranean basin, as a region in the middle of the three continents and a crossroad to the world trade routes and the movements of persons, separating the rich north from the south suffering the ordeals of poverty, this zone became vulnerable to many security problems, in particular the organized crime. this later is considered one of the most complex security issues in the region in its various and different forms; like drug trafficking, smuggling of migrants, human and prohibited weapons trafficking and the smuggling of antiquities ... etc, posing a new security challenge for all Mediterranean countries that seek through partnership programs making from the Mediterranean basin a prosperous and secure region, which prompted the Mediterranean countries to try to maximize the security partnership project to combat this phenomenon no less dangerous than terrorism, illegal migration, proliferation of Nuclear Weapons and so on.
