دراسة تحليلية لمفهوم الاقتصاد الرقمي وآفاق تطويره في الجزائر - قراءة في مؤشر الاقتصاد الرقمي العربي

Résumé: تهدف هذه الدارسة الى تناول موضوع مفهوم الاقتصاد الرقمي وآفاق تطويره في الجزائر من خلال استعراض التطور التاريخي لمفهوم الاقتصاد الرقمي والعناصر المكونة له مع ابراز لأهم الفروقات بين الاقتصاد الرقمي والاقتصاد التقليدي، وكذا عرض لواقع الاقتصاد الرقمي في الجزائر وآفاق تطويره من خلال استعراض لمخرجات مؤشر الاقتصاد الرقمي العربي لسنة 2018 و2020 و2022 والذي يخص الجزائر. اعتمدنا على المنهج الوصفي التحليلي الذي يناسب الموضوع ومن أهم النتائج والتوصيات التي تم التوصل اليها هو أنه يجب على الحكومة الجزائرية وضع اجندة بمعالم واضحة ذات طابع استراتيجي للوصول الى اقتصاد رقمي حقيقي في الجزائر بمعايير عالمية، وذلك بتضافر الجهود على مستوى كافة قطاعات الدولة العامة منه والخاصة، مع تسريع لوتيرة الرقمنة لاسيما الخدمة العمومية منها This study aims to address the topic of the concept of digital economy and its development prospects in Algeria by reviewing the historical evolution of the digital economy concept and its components, highlighting the main differences between the digital economy and the traditional economy. It also presents the current situation of the digital economy in Algeria and its development prospects by reviewing the outputs of the Arab Digital Economy Index for the years 2018, 2020, and 2022, which concern Algeria. We relied on the descriptive-analytical method that suits the subject, and one of the most important results and recommendations reached is that the Algerian government should establish a clear strategic agenda to achieve a real digital economy in Algeria with international standards, through concerted efforts across all public and private sectors, accelerating digitization, especially in public services.
