صنع السياسة العامة في الجزائر وفق المقاربة التشاركية: بحث في المعيقات وإمكانية التحقيق

Résumé: تستهدف هذه الدراسة معالجة موضوع السياسات العامة من منظور المقاربة التشاركية باعتبارها تعكس عملية تفاعل بين مختلف الفواعل الرسمية وغير الرسمية، خاصة مع ما عرفه حقل السياسة العامة من تطورات، واتجاه مختلف الهيئات والمؤسسات الدولية إلى تبني مفهوم الحوكمة والحكم الجيد في خطاباتها، مؤكدة على أهمية الشراكة بين الدولة/ ومختلف الفاعلين (مواطنين، مجتمع مدني، قطاع خاص)، في رسم سياسات عمومية فعالة، تستهدف معالجة المشكلات المجتمعية وتدبير الشأن العام، وتحقيق التنمية. وهو ما ترتب عنه تخلي الدولة عن احتكارها لعملية صنع السياسة وفسح المجال أمام قوى مجتمعية أخرى وعلى رأسها تنظيمات المجتمع المدني. Abstract: This study aims to address public policy from the perspective of participatory approach as reflecting, especially with the developments in public policy, and the tendency of various international bodies and institutions to embrace the concept of governance and good governance in their speeches, emphasizes the importance of the partnership between the State/various actors (citizens, civil society, private sector) in the design of effective public policies, To address societal problems and public governance, and achieve development. This has resulted in the state abandoning its monopoly on policy-making, and it has given way to other community forces, primarily civil society organizations.
