نقاش نظري حول تناقضات "المسعى الديمقراطي" و"شرعية الدولة" في المجال السياسي العربي. A Theoretical Discussion About The Contradictions Of The "democratic Endeavor" And "the Legitimacy Of The State" In The Arab Political Sphere.

Résumé: نسعى من خلال مقالنا هذا إلى البحث في ثنائية الديمقراطية وشرعية الدولة في المجال السياسي العربي، وذلك على اعتبار أن هذه الثنائية تندرج ضمن أكثر الثنائيات غير المشبعة بحثا ضمن الأدبيات التنظيرية لظاهرة الديمقراطية في المجال السياسي العربي، حيث يتم تفسير وربط فشل ونكوص الديمقراطية ضمن هذا المجال بعديد المتغيرات والمبررات إلا مبرر الدولة ومدى شرعيتها. ولعل هذا ما يفرض علينا فتح نقاش جدي لكشف حدود العلاقة القائمة بين الديمقراطية وشرعية الدولة في المجال السياسي العربي، وذلك انطلاقا من افتراض رئيسي مفاده فقدان نموذج الدولة العربية لمفهوم الشرعية بشقيها، أي شرعية الوجود ذلك أن هذا النمط من الدولة قد ولد فاقدا للشرعية، وكذا شرعية البقاء والاستمرار، حيث نجد أن الدولة العربية وعلى مر مراحل تطورها المختلفة قد بقيت عاجزة عن تطوير مصادر جديدة للشرعية تكسب من خلالها رضا وقبولا في أعين مواطنيها، وهو الوضع الذي يزداد تعقيدا في ظل تبني هذا النموذج للدولة للمفهوم الديمقراطي الذي يقتضي بالضرورة الفصل المسبق في هذه المسألة كشرطية لنجاحه كمسار وهو التلازم– بين الديمقراطية وشرطية شرعية الدولة - الذي أثبتته كحقيقة، تجربة نموذج الدولة في المجال السياسي الغربي. We seek through this thesis to dig in the bilateral democracy and the legitimacy of the state in the Arab political field, on the base that this bilateral is included within the most important non-saturated diodes searching throughout the literary theory of the democracy phenomenon in the Arab political field which is related to the failure of fib democracy within this domain with several variables and justifications except the state’s justification and its legitimacy. Perhaps that’s what leads us to open a serious discussion in order to reveal the limits of the relationship between democracy and the legitimacy in the Arab political field, according to a fundamental assumption which is the lack of the Arab state model for the concept of legitimacy in its two parts, Which is the legitimacy of existence so this type of state was created without legitimacy, as well as the continuity and the survival of the legitimacy, where we find that the Arab state throughout the various stages of its development has remained unable to develop new sources of legitimacy from which it gains satisfaction and acceptance of the citizens. This situation is getting increasingly complex on the light of the adoption of this model state democratic concept which already requires to solve this matter as a condition for its success as a path which is a correlation -between democracy and legitimacy of the state-Which was proved the experience of the state model in the western political world
