أثر ايرادات الجباية البترولية على الناتج المحلي الإجمالي في الجزائر دراسة قياسية للفترة 1985-2018

Résumé: ملخص: هدفت هذه الورقة البحثية إلى دراسة أثر عائدات الجباية البترولية على الناتج المحلي الإجمالي للاقتصاد الجزائري خلال الفترة 1985-2018، وذلك في ظل التقلبات التي تعرفها أسعار البترول نتيجة الصدمات والأزمات المتعاقبة، ولأجل هذا اعتمدت هذه الورقة على دراسة قياسية وذلك بالاستعانة بمنهجية التكامل المشترك لنموذج الانحدار الذاتي للإبطاء الموزع (ARDL) لاختبار العلاقة طويلة الاجل وحتى قصيرة الاجل بين عائدات الجباية البترولية والناتج المحلي الإجمالي. خلصت الدراسة الى وجود علاقة توازنية طويلة الأجل بين المتغيرين، وهو ما يدعم الارتباط الوثيق للاقتصاد الجزائري بقطاع المحروقات، ما يبقي النمو الاقتصادي رهين للموارد المتأتية من القطاع النفطي، وعليه وجب على الحكومة نهج سياسة قوية تدعم التنوع الاقتصادي لتحقيق تنمية مستدامة. Abstract: This paper aims to study the effect of petroleum revenues collection on the GDP of the Algerian economy during the period 1985-2018; in light of the fluctuations in oil prices resulted from the shocks and successive Crises. This paper relied on an empirical study, by using the co-integration approach of the Autoregressive Distributed Lag Model (ARDL) to examine the long-term and even short-term relationship between petroleum collection revenues and GDP. The study concluded the existence of a long-term relationship between the two variables. This supports the close connection of the Algerian economy to the hydrocarbon sector. This keeps Algeria’s economic growth dependent to the resources coming from this sector; therefore the government must have a strong policy approach that supports economic diversification to achieve a sustainable development
