قيودٌ معطِّلة: حدود مشاركة المجتمع المدني الجزائري في التنمية السياسية

Résumé: تقتضي التنمية السياسية المشاركة ولا تتحقق دونها، فلا يمكن تجسيد الديمقراطية دون وجود مواطنين ملتزمين مدنياً ومشاركين سياسياً، وفي الدولة الحديثة يمثِّل المجتمع المدني حلقة الوصل بين المواطنين والسلطة السياسية، فهو اكتسب أهمية خاصة كشريك في الحكم للمساهمة في التنمية السياسية. ولكن ظروف نشأة المجتمع المدني في الجزائر جعلت أهليته لتحقيق هذا الهدف متعثرة، فهو رغم حجم الفرص الإجرائية المتاحة أمامه، يبدو كمجتمع مدني هش ومؤسساته شبه منفصلة عن الحياة السياسية، وملحقة بالسـلطة كأداة لمواجهـة مختلـف الأزمات، وقد توصل المقال إلى أن أسباب ذلك تمتد إلى عوامل أساسية ذاتية وأخرى بنيوية تتلخص في أزمات: التمثيل، التنسيق، التطبيع والاستقلالية. Political development requires participation and cannot be achieved without it. Democracy cannot be practiced without the presence of civic-committed and politically engaged citizens. In the modern state, civil society represents the link between civil and political societies, as it has acquired special importance as a partner in governance to contribute to political development. However, the emergence of civil society in Algeria made it faltering in its eligibility to achieve this goal; despite the volume of procedural opportunities available to it, it appears as a fragile civil society, attached to the authority as a tool to confront various crises. The article concludes that the reasons for this state extend to basic factors that it summarizes in crises of: representation, coordination, normalization and independence.
