الآليات القانونية الدولية لمكافحة التصحر

Résumé: ملخص: ساهمت الآليات القانونية الدولية والمتمثلة في المؤتمرات والاتفاقيات ذات الطابع البيئي المحض دورا أساسيا في حماية البيئة على وجه العموم والمساهمة في الحد من الكوارث الطبيعية الناجمة عن التدهور البيئي بفعل التلوث بمختلف اصنافه ،ومن بين الظواهر التي عرفتها البشرية ظاهرة التصحر والتي تشكل تهديدا حقيقيا بفعل انتشار الأراضي القاحلة وشبه القاحلة على حساب الأراضي الزراعية، وهذا ما يخلق عبئا ثقيلا على الدول فيما يخص قضية تحقيق الأمن الغذائي، وبخاصة في الدول المعرضة لهذه الآفة الطبيعية الخطيرة، لاسيما في افريقيا التي تعاني من النزاعات والحروب الإقليمية وانتشار الأوبئة والفقر. وهذا الكلام ينطبق أيضا على قارة آسيا التي تعاني من أزمات بيئية بفعل انبعاثات الغازات الدفيئة وحرب الخليج الأولى والثانية Abstract The international legal mechanisms represented in conferences and agreements of a purely environmental nature have played a key and reference role in protecting the environment in general and effectively contributing to the reduction of natural disasters resulting from environmental degradation due to the effects of pollution of its various types.
