سياسات التمكين الاقتصادي للمرأة في الجزائر بين الالتزامات الدولية والأولويات الوطنية للتنمية

Résumé: تهدف هذه الورقة البحثية إلى تسليط الضوء على سياسات التمكين الاقتصادي للمرأة في الجزائر، التي تبنتها مع مطلع الألفية الثالثة، للتكيف مع قيود الالتزامات الدولية والأولويات الوطنية للتنمية في ظل طبيعة النظام الدولي الجديد، ومعرفة الدوافع الحقيقية التي دفعت وعمقت من الحاجة لمثل هذه السياسات، ومدى مساهمتها في تحقيق التمكين الاقتصادي للمرأة الجزائرية، القادر على إشراكها بفعالية في تحقيق التنمية الاقتصادية، وبناء الاقتصاد الوطني المنتج. وقد توصلت هذه الورقة إلى أن سياسات التمكين الاقتصادي للمرأة، فرضتها الالتزامات الدولية، ولم تمليها الأولويات الوطنية للتنمية، ونتيجة لذلك، لا تزال تحتل الجزائر أدنى المراتب ضمن التصنيفات العالمية لمؤشرات التمكين الاقتصادي للمرأة. This research paper aims to shed light on the women’s economic empowerment policies in Algeria, Which adopted it at the beginning of the third millennium, to adapt to the constraints of international commitments and development’s national priorities in light of the nature of the new international order, and to know the real motives that prompted and deepened the need for such policies, and the extent of their contribution to achieving the economic empowerment of Algerian women, who is able to effectively involve them in achieving an economic development, and building a productive national economy. This paper has concluded that women's economic empowerment policies are imposed by international commitments, and not dictated by national development priorities. As a result, Algeria still occupies the lowest ranks among the global rankings of indicators of women's economic empowerment.
