التكنولوجيا المالية تعزيز للشمول المالي وتحفيز للتنمية الاقتصادية

Résumé: اهتمت هذه الورقة بالتأصيل النظري للشمول المالي وما تعلق به من مفاهيم، أهدافه، أبعاده، متطلباته ومؤشرات قياسه، إضافة إلى التطرق لعنصري التحول الرقمي والتكنولوجيا المالية، وما كان من إضافة وأثر لهذه الأخيرة من تغييرات في الهياكل التنظيمية، ورفع لمستويات الشمول المالي في أبعاده المختلفة، من جودة في الخدمات وتحسين لكفاءات العمل، إلى زيادة المنتجات وتطوير العائد، ما انعكس إيجابا على مستويات التنمية الاجتماعية والاقتصادية، الأمر الذي دفع بالعديد من الدول إلى العمل على ترسيخ مفاهيم الشمول المالي في السياسات التنموية، وتعزيزها بآليات التكنولوجيا الرقمية الحديثة. This paper is concerned with the theoretical rooting of financial inclusion and the related concepts of its objectives, dimensions, requirements and measurement indicators. The paper also addresses the elements of digital transformation and financial technology, and their addition and impact on making changes in organizational structures, and raising the levels of financial inclusion in its various dimensions such as the quality of services and the improvement of work efficiencies, products increase and returns development. This was positively reflected on the levels of social and economic development, which prompted many countries to work on consolidating the concepts of financial inclusion in development policies, and strengthening them with modern digital technology mechanisms.
