الإدارة الإلكترونية في الجزائر كآلية لتكريس المبادئ الحديثة للمرافق العامة

Résumé: تهدف هذه الدراسة للوقوف على أثر التحول نحو الإدارة الإلكترونية في الجزائر وانعكاساتها على المبادئ الحديثة التي تحكمها، و هذا من خلال تبيان خصائص الإدارة الإلكترونية و مميزاتها ، وأهداف تطبيقها ،وبالتالي انعكاسات التحول الرقمي والإلكتروني على المبادئ الحديثة للمرفق العام ، من خلال تحسين الخدمة العمومية وتبسيط الإجراءات الإدارية وتحقيق الشفافية ، والحد من الفساد الإداري ، وبالتالي الوصول إلى خدمة عمومية ذات جودة ـ وتصبو لتطلعات و رضا الجمهور . This study aims to identify the impact of the shift towards e-government in Algeria and its repercussions on the modern principles that govern it, through clarifying the characteristics and advantages of e-government, the objectives of its implementation, and consequently the repercussions of the digital and electronic transformation on the modern principles of the public service, through improving public service, simplifying administrative procedures, achieving transparency, and reducing administrative corruption, and thus achieving a quality public service that aspires to the aspirations and satisfaction of the public.
