"مشروع الحكومة الإلكترونية في الجزائر" دراسة تقييمية ومقارنة بتونس والمغرب، باستعمال مؤشّر تطوّر الحكومة الإلكترونية للأمم المتحدة Algerian E-government Project Evaluate Studies And Comparatif To Tunisia And Morocco, Using The E-government Devolopement Index Of United Nation

Résumé: الملخص تعتبر الحكومة الإلكترونية أحد أهم ركائز قيام أي اقتصاد رقمي، بل قد تعتبر أحد أوجهه في ظل فكر الدولة المتدخّلة التي يتزايد مشاركتها في الاقتصاد وبالخصوص عن طريق السياسات والتوجيه، بل وهناك من يعتبره مصطلحا جامعا يندرج الاقتصاد الرقمي في ظلّه، باعتبار مصطلح الحكومة الإلكترونية مصطلحا مرادفا للدولة الإلكترونية، وسعيا منها لمواكبة التطورات الحاصلة في العالم، قامت الجزائر بوضع برنامج خماسي 2013-2009 عنوانه "الجزائر الإلكترونية 2013" يستهدف إقامة حكومة إلكترونية في آفاق سنة 2013. تهدف هذه الدراسة إلى عرض أهم إنجازات مشروع الحكومة الإلكترونية في الجزائر، وكذا تقييمها باستعمال وتحليل مؤشر الحكومة الإلكترونية الصادر عن هيئة الأمم المتّحدة، وبمقارنة مؤشر الجزائر مع نظيره لدولتين جارتين عربيتين تونس والمغرب. توصلت الدراسة إلى أن مشروع الحكومة الإلكترونية حقّق نتائج، غير أنّها لم ترق إلى ما حقّقته جاراتنا تونس والمغرب، نتيجة يمكن قراءتها على أساس اخفاق، حاولنا تحليل وتشخيص على الأقل بعض أسبابه باستعمال نفس أدوات الدراسة. ABSTRACT E-government is one of the foundations of any digital economy. It is its main aspect, as required by the principles of an interventionist government. Because the concept of E-government is synonymous with E-State, and in light of the efforts made to keep pace with world developments in this field, Algeria has developed a program entitled "Digital Algeria, 2009-2013 "whose goal is to establish an E-government by 2013. In this study, we presented the main achievements of this project, then we tried to evaluate the results achieved by this program with reference to the E-government index established by the United Nations, as well as comparing the index of Algeria with those of two neighboring countries, Morocco and Tunisia. We also tried a critical reading of this program to detect its failures through its secondary indices, always in comparison with the corresponding Moroccan and Tunisian ones. We concluded that, while real government efforts have been made, it remains true that the results achieved are below those of the two neighboring countries.
