تراجع أسعار النفط في السوق الدولية وأثره على السياسات الاجتماعية في الجزائر 2012-2018م

Résumé: يعتمد تنفيذ أي سياسة اجتماعية وجود تحويلات مخصصة لها تندرج ضمن النفقات العامة للدولة، وهو ما سنتطرق اليه من خلال التفصيل في عناصر هذه الورقة البحثية، التي تكمن أهميتها في معرفة طبيعة التحويلات المخصصة للسياسة الاجتماعية في الفترة 2008-2017، في اطار انتهاج سياسة ترشيد النفقات العامة، أواخر 2014، وما ترتب عنها من تغيرات في حجم الاعتمادات المالية الخاصة لقطاع التضامن الوطني، وذلك في ظل تراجع سعر النفط، إذ تركز المداخلة على تحليل محتوى سياسة ترشيد النفقات العامة المتبعة والمضامين المتعلقة بالتحويلات المخصصة للسياسة الاجتماعية، وعرض أهم التحديات التي يعني تجاوزها لحماية التحويلات الاجتماعية، وهذا يبقى مطلبا أساسيا لكي تتحقق من خلالها السياسة الاجتماعية وتنفذ أحسن تنفيذ. The implementation of any social policy depends on the existence of earmarked transfers that fall within the general expenditure of the state, which will be discussed in detail in the elements of this paper, which is important in knowing the nature of transfers allocated to social policy in the period 2008-2017, In late 2014, and the consequent changes in the volume of private funds for the national solidarity sector, in light of the decline in the price of oil, as the intervention focused on analyzing the content of the policy of rationalization of public expenditure and the contents related to transfers allocated to social policy, And the presentation of the most important challenges, which means to overcome them to protect social transfers, and this remains a prerequisite for social policy to be achieved and implemented the best implementation.
