دور صندوق ضمان القروض في الرفع من القدرة الائتمانية الممنوحة للمؤسسات الصغيرة والمتوسطة حالة صندوق ضمان القروض –وكالة ورقلة- من 2004 إلى غاية 2015

Résumé: من أهم العقبات المواجهة للمؤسسات الصغيرة والمتوسطة، عدم توفر الضمانات الكافية للحصول على القروض البنكية لتمويل مختلف أنشطتها، وبهدف ترقية وتنمية هاته المؤسسات قامت الجزائر بتوفير هياكل ومؤسسات داعمة لضمان تمويلها من طرف مختلف البنوك من أهم هاته الهياكل صندوق ضمان قروض المؤسسات الصغيرة والمتوسطة(FGAR)، والذي يمثل محل الدراسة التطبيقية.حيث تمحورت إشكالية الدراسة في التعرف على مدى قدرة صندوق ضمان قروض المؤسسات الصغيرة والمتوسطة في الرفع من القدرة الائتمانية لها، وقد اعتمدت الباحثة لمعالجة الإشكالية السابقة على كل من المنهج الوصفي والمقارن وكذا دراسة حالة مؤسسات مستفيدة من صندوق ضمان قروض المؤسسات الصغيرة والمتوسطة . ومن أهم النتائج التي خلصنا ليها في هذا البحث أن صندوق ضمان قروض المؤسسات الصغيرة والمتوسطة يعمل على الرفع من القدرة الائتمانية لهاته المؤسسات بنسب متفاوتة وفي قطاعات محددة . Abstract The most important confrontation obstacles for small and medium enterprises, is the lack of sufficient guarantees for bank loans to finance various activities, also in order to upgrade and develop these circumstances institutions the Algeria state providing structures and institutions supportive to ensure financed by various banks of the most importance circumstances structures to ensure small and medium enterprises Loan Fund (FGAR) , which represents replace study focused problematic study to identify the extent to ensure small and medium enterprises loan fund in the lifting of the credit ability . The researcher adopted to address the former problem on all of the descriptive and comparative, as well as benefiting from the loan guarantee fund state institutions study Small and medium-sized enterprises. Among the most important results that we concluded to in this research to ensure that small and medium enterprises Loan Fund works to increase the ability of credit institutions to varying degrees these circumstances and in specific sectors.
