متطلبات تطبيق الإدارة الإلكترونية على مستوى الجماعات المحلية -دراسة حالة بلدية تيارت

Résumé: هدفت هذه الدراسة إلى التعرف على مدى توفر متطلبات تطبيق الإدارة الإلكترونية على مستوى الجماعات المحلية (بلدية تيارت) من وجهة نظر عينة من الموظفين. وقد توصلت الدراسة إلى عدة نتائج أهمها أن بلدية تيارت تتوفر بنسب متفاوتة على المتطلبات اللازمة لتطبيق الإدارة الإلكترونية، إذ أنها تتوفر بنسب متوسطة على المتطلبات البشرية والأمنية والتشريعية وتنقصها المتطلبات الإدارية والمالية والتقنية، كما أنه لا توجد علاقة دالة إحصائيا بين المتغيرات الديمغرافية وبين متطلبات تطبيق الإدارة الإلكترونية. Abstract: This study aimed to identify the availability of conditions for the application of electronic administration in local Communities (Tiaret Municipality) from the point of view of a sample of employees. The study led to many results such that the municipality of Tiaret has the necessary conditions for the implementation of electronic administration and this in variable proportions, as it has, on average, human, security and legislative requirements and lack of administrative, financial and technical requirements. Also there is no statistically significant relationship between demographic variables and requirements implementation of electronic administration.
