دعم تسيير المالية العامة وتعبئة الموارد المحلية في الجزائر: مشروع Pagfal

Résumé: تهدف هذه الدراسة إلى الإحاطة بمختلف الجوانب النظرية والفنية لتسيير المالية العامة وتعبئة الموارد المحلية من خلال رقمنة قطاع المالية في إطار الإصلاحات الحديثة التي تبنتها الجزائر، مع تقديم قراءة تحليلية حول التسيير الحديث للمالية العامة في الجزائر وإشكالية تعبئة الموارد العمومية المحلية وأليات تأطيرها ودعمها في إطار مشروع برنامج جديد يسمى: مشروع دعم إدارة المالية العامة وتعبئة الموارد المحلية (PAGFAL). وخلصت الدراسة الى أن هذا المشروع الناتج عن الشراكة بين الجزائر والاتحاد الأوروبي، يشكل خطوة حاسمة في دعم أداء هياكل وزارة المالية نحو نظام معلوماتي متكامل وموحد بين إدارة الميزانية، المحاسبة والقطاعات الأخرى، كما يساهم في تعزيز تسيير المالية العامة وتعبئة الموارد اللازمة لتمويل التنمية الاقتصادية والاجتماعية. كلمات مفتاحية: المالية العامة؛ الموارد المحلية؛ رقمنة المالية العامة؛ إدارة الميزانية؛ إدارة المحاسبة. This study aims to examine the various theoretical and technical aspects of public finance management and local resource mobilisation through the digitisation of the finance sector within the framework of the modern reforms adopted by Algeria, while providing an analytical reading on the modern management of public finance in Algeria and the issue of local public resource mobilisation and its framing and support mechanisms under a new programme project called: Project to Support Public Finance Management and Local Resource Mobilisation (PAGFAL). The study concludes that this project, a result of the partnership between Algeria and the European Union, constitutes a decisive step in supporting the functioning of the structures of the Ministry of Finance towards an integrated and unified information system between budget management, accounting and other sectors, and contributes to strengthening the management of public finances and the mobilisation of resources to finance economic and social development.
