آلية ضبط الصحافة المكتوبة في الجزائر بين الفعلية والفعالية

Résumé: تهدف هذه الدراسة إلى تسليط الضوء حول سلطات الضبط المستقلة في مجال الإعلام المكتوب،باعتبار أنها تضطلع بمهمة السهر على ضمان التعددية الإعلامية و ممارسة مهنة الصحافة بكل حرية،و تبيان دورها في ضبط الممارسة الإعلامية من خلال التشريعات التي أقرتها الدولة الجزائرية خلال التعددية السياسية. و حتى تتمكن هذه السلطات من أداء المهام المسند إليها اعترف لها المشرع على باقي سلطات الضبط الأخرى بنوع من الخصوصية و المتمثلة في حتمية فصلها عن السلطة السياسية و المتعاملين مع هذا القطاع،و منع الاحتكار مهما كان وزنها و تأثيرها الشيء الذي يثير إشكال حاد حول دورها في كفالة حرية الصحافة المكتوبة أو عرقلتها. This study aims to shed light on the independent control authorities in the field of written media. It undertakes the task of ensuring media pluralism and practicing journalism freely, and demonstrates its role in controlling media practice through media legislation approved by the Algerian state during political pluralism. And even These authorities are able to perform the tasks entrusted to them. The legislator recognized them over the rest of the other control authorities with a kind of privacy, which is represented in the inevitability of separating them from the political authority and those dealing with this sector, and preventing monopoly regardless of their weight and influence, which raises severe problems about their role in ensuring Freedom of the written press or obstructed.
