إنعكاسات الرقابة الاقتصادية على الإصلاح المالي في العصر العباسي الأول

Résumé: أولى العباسيون خلال عصرهم الأول (132 ـ 232هـ / 749 ـ 847م) أهمية بالغة للرقابة الاقتصادية، لما لها من دور في الإصلاح المالي، و باعتبارها محور من محاور قوة الدولة واستقرارها، ذلك لأن الفروض على ناتجها المالي من خراج وزكاة وعشور وغيرها تشكل موارد الدولة المالية، فضلا عن أنها دعامة للإنتاج والمجال الذي يشغل العدد الكبير من اليد العاملة فكان لانعكاسات أهمية الرقابة الاقتصادية على الإصلاح المالي أثار إيجابية على الاستقرار والتطور لأغلب مراحل الدولة العباسية في عصرها الأول، والذي مرده حرص الخلفاء والولاة العباسيون على العناية بالشؤون المالية لزيادة موارد الدولة وتنميتها قصد سد النفقات المتزايدة، وزادت أهميتها مع التطور المتزايد لأجهزة السلطة، فأصبح الخلفاء العباسيون في أغلب الحالات يباشرون بأنفسهم رقابة وإصلاح ما يمكن إصلاحه. summary: During their first era (132-232 AH / 749-847 AD), the Abbasids attached great importance to economic oversight, because of its role in financial reform, and as one of the pillars of the state’s strength and stability, because the impositions on its financial output, including tax, zakat, tithes, and others, constitute the state’s resources. Finance, in addition to being a pillar of production and the field that occupies a large number of the labor force. The repercussions of the importance of economic control on financial reform had positive effects on stability and development for most of the phases of the Abbasid state in its first era, with the keenness of the Abbasid caliphs and governors to take care of financial affairs to increase and develop the state’s resources in order to cover expenses In most cases, the Abbasid caliphs began to monitor and reform what could be reformed.
