دور الإيرادات النفطية في تحقيق القيمة المضافة: دراسة مقارنة للجزائر، المملكة العربية السعودية وفنزويلا للفترة (2000- 2019)

Résumé: ترمي هذه الورقة البحثية للوقوف على مدى استغلال العائدات النفطية بالجزائر، المملكة العربية السعودية وفنزويلا كأداة لخلق القيمة المضافة للخروج من التبعية للقطاع النفطي، وتم الاعتماد على المنهج الوصفي التحليلي للإحاطة بجوانب الموضوع، بالإضافة الى المنهج المقارن بين الدول النفطية محل الدراسة. وقد أظهرت النتائج الاعتماد شبه الكلي لهذه الدول على قطاع النفط، وان هذا الأخير بمثابة أداة للتوسع في الانفاق الحكومي في حالة ارتفاع أسعاره، واستنزاف لاحتياطاتها من الصرف الأجنبي عند انخفاض أسعاره، ولم تخلق هذه العوائد قيمة مضافة في الاقتصاد، بقدر ما خلقت بؤرا لمختلف اشكال الفساد. This study aims to determine the extent to which oil revenues have been used in Algeria, Saudi Arabia, and Venezuela to create added value in the economy outside the oil sector. The descriptive and analytical approach was adopted, in addition to the comparative approach. The result showed that these countries are almost completely linked to the oil sector, and that the latter is a tool for expanding government spending in the event of high oil prices and the depletion of their foreign exchange reserves when its price falls, due to their shortage. Good governance in managing oil revenues, which led to the spread of financial, economic and administrative corruption
