مواءمة التشريعات الجزائرية المنظمة لمهنة المحاسبة والتدقيق باستخدام تكنولوجيا المعلومات للإصدارات الدولية: دراسة مقارنة Compatibility Of The Algerian Legislation Organising The Accounting And Auditing Profession Using Information Technology With International Versions: A Comparative Study

Résumé: The objectif of study is to demonstrate and evaluate the compatibility of the Algerian legislation on information systems, used in the field of accounting and auditing, to international versions, with the comparision to the French legislations thereof, in order to identify the efforts made by the Algerian government to go forward an accounting environment that relies on information technology. The study concluded that the Algerian legislation of bookeeping by means TIC is approximetly aligned with the French versions, while it was founded that the Decree No. 09-110 sets strict control conditions and lacks the embodiment of the management dimensions in the Algerian companies. هدفت هذه الدراسة إلى تبيان وتقييم مدى مواءمة التشريع الجزائري الخاص بالأنظمة المعلوماتية، المستخدمة في مجال المحاسبة والتدقيق، للإصدارات الدولية، مقارنة بالتشريعات الفرنسية منها، بغية الوقوف على الجهود المبذولة من طرف الدولة الجزائرية للانتقال نحو بيئة محاسبية تعتمد على تكنولوجيا المعلومات. ولقد خلصت الدراسة إلى أن التشريع الجزائري المنظم لمسك المحاسبة بواسطة أنظمة الإعلام الآلي يساير إلى حد كبير الإصدارات الفرنسية في ذات المجال، في حين تبين أن المرسوم رقم 09-110 يضع شروط رقابية صارمة ويفتقد الى تجسيد الأبعاد التسييرية على مستوى المؤسسات الجزائرية.
