نجاعة التسيير في الجماعات المحلية الجزائرية على ضوء مقتضيات التسيير العمومي الحديث

Résumé: ملخص: تعالج هذه الورقة البحثية "نجاعة التسيير في الجماعات المحلية الجزائرية على ضوء مقتضيات التسيير العمومي الحديث"، وسنتطرق من خلالها لمفهوم نجاعة التسيير، ومتطلبات التسيير العمومي الحديث، مع ما يقتضيه من وجوب اعتماد مقاييس للأداء في الإدارات العمومية، وتفعيل دور القطاع الخاص، واستخدام التقنيات الحديثة في التسيير ونحاول قياس مدى نجاعة عمل الجماعات المحلية بالرجوع إلى المجهودات المبذولة وتقييمها ومدى وجود مؤشرات قياس وأبعاد التسيير العمومي الحديث. وتخلص الورقة من خلال قراءة لتوجهات الجزائر في إصلاح الجماعات المحلية إلى تحديد أوجه الاعتماد على فلسفة التسيير العمومي الحديث، وأثرها في تطوير نجاعة الأداء من خلال استقراء برنامجي إصلاح هياكل الدولة، ومشاريع إصلاح الولاية والبلدية وكذا مشروع الجزائر الالكترونية، وتستنتج استمرار سيادة التوجه المركزي في إدراج الإصلاحات المختلفة وقصور تفعيل جميع جوانب اللامركزية ومقتضيات التسيير العمومي الحديث في عمل الجماعات المحلية الجزائرية. Abstract: This research paper addresses the topic of management effectiveness in Algerian local collectivities in the light of the requirements of New public management. We will discuss through it the concept of management effectiveness and the requirements of New public management, as the necessity of adopting performance measures in public administrations, activating the role of the private sector, and using Modern management techniques, and we try to measure the management effectiveness in local collectivities, referring to the efforts made. The paper concludes, through Algeria’s trends of reform in local collectivities, to identify different aspects of dependence on New public management philosophy, and its impact on developing management effectiveness by extrapolating state structure reform programs, and collectivities reform projects as well as e- Algeria project. The paper concludes also that centralization trend in incorporing reforms still prevails and that There is a weakness in activating all aspects of decentralization and in providing the requirements of New public management in Algerian collectivities
