المواطنة الرقمية... التحول التكنولوجي للمواطنة التقليدية في الفضاء الافتراضي.

Résumé: يشهد العالم اليوم ثورة تكنولوجية قوية، ناتجة عن ثورتي المعلومات والحاسبات، أدت إلى تحول العالم إلى عالم رقمي، أهم سماته انفجار في المعلومات وانتشار متسارع وواسع لتكنولوجيا الإعلام والاتصال، فأصبح العالم مجرد قرية كونية صغيرة خالية من الحدود، وأفرزت هذه التكنولوجيا مفاهيم عديدة متعلقة بالعصر الرقمي كالديمقراطية الرقمية، الاتصال التفاعلي، الفضاء الافتراضي، النشر الرقمي، الإعلام الجديد، المواطنة الرقمية وغيرها، وتتجلى المواطنة الافتراضية في ممارسة لحقوق المواطنة في المجتمع الافتراضي، وهي تتزاوج بين المواطنة المقننة والمواطنة الحرة، هذه الأخيرة التي ساهمت شبكات التواصل الاجتماعي في تشكيلها من خلال نقل القضايا من الواقع إلى العالم الافتراضي ومناقشتها بغض النظر عن حواجز الدين واللغة والأصل. Abstract The world is witnessing a strong technological revolution, resulting from the information and computer revolution, which led to the transformation of the world into a digital world, the most important features of which are an explosion of information and an accelerated and wide spread of information and communication technology, so the world has become just a small global village without borders, and this technology has produced many concepts related to the age Digital is like digital democracy, interactive communication, virtual space, digital publishing, new media, digital citizenship, etc., and virtual citizenship manifests itself in the exercise of citizenship rights in virtual society, and it intermarries between legalized citizenship and free citizenship, the latter that social networks contributed to shaping through Transferring and discussing issues from reality to the virtual world, regardless of religious, language and original barriers.
