دور الصكوك الإسلامية في تمويل و دعم مشاريع التنمية الاقتصادية – دراسة تجربة اندونيسيا "الناجحة " للاستفادة منها -

Résumé: ملخص: تهدف هذه الورقة البحثية إلى إبراز دور الصكوك الإسلامية كأداة مالية مستحدثة في تمويل التنمية المحلية، من خلال الوقوف على مفهومها، وأنواعها، وتقنيات هيكلتها بما يخدم أغراض التنمية الاقتصادية ، وتم إتباع المنهج الوصفي التحليلي الذي يلائم طبيعة الموضوع، وفي هذا الصدد، تم الاستشهاد بالتجربة الاندونسية في تمويل مشاريع بنيتها التحتية بالاعتماد على الصكوك الإسلامية، وقد توصلت الدراسة إلى أنَّ الصكوك الإسلامية أداة فعالة في تمويل التنمية المحلية من خلال المشاركة الشعبية في تمويل ودعم مشاريع البنية التحتية وتحقيق التنمية الاقتصادية، وباعتبار التجربة ناجحة بإمكان الجزائر المضي قدما للاستفادة منها في دفع عجلة التنمية الاقتصادية. كلمات مفتاحيه: صكوك إسلامية .، بنية التحتية .، تمويل إسلامي.، تنمية المحلية.، تنمية اقتصادية. تصنيفات JEL: G15 ، G23، O10، O18،R11. Abstract: This research paper aims to highlight the role of Islamic sukuk as a new financial tool in financing local development, by identifying its concept, types, and structure techniques to serve the purposes of economic development, and the descriptive analytical approach that suits the nature of the topic was followed, and in this regard, the experiment was cited Indonesian in financing its infrastructure projects by relying on Islamic Sukuk, and the study concluded that the Islamic Sukuk is an effective tool in financing local development through popular participation in financing and supporting infrastructure projects and achieving economic development, and considering the experience is successful that Algeria can move forward to benefit from it in paying a wheel economical development Keywords: Islamic sukuk; infrastructure; Islamic finance; local development; economic development.
