The Structure Of International System Under The Covid -19 Pandemic

Résumé: This paper aims to examine the extent of the transformation that has occured in the structure of the international system, and on the position of the U.S.A as a dominant pole ; also , knowing the impact of the Covid – 19 pandemic on the power of states and on the concept of power as a whole, and it’s implications on the continuity or the change in the structure of the international system ; the study concluded that the Covid – 19 pandemic is an important event in the history of international relations, that would lead to a change in the concept of power, and in the distribution of the elements of power between states; so, the pandemic has strengthened the existing debate about the structure of the international system, and it revealed the decline of the leadership role of the U.S.A as a superpower, at a time when China and Russia seek to exploit the pandemic and turn it into a diplomatic tool to implement their policy agenda aimed at changing the structure of the international system.تهدف هذه الورقة إلى البحث في مدى التحول الذي طرأ على بنية النظام الدولي وعلى مكانة الولايات المتحدة الأمريكية كقطب مهيمن فيه، وكذا الإحاطة بأثر جائحة فيروس كوفيد ــ 19 في قوة الدول وفي مفهوم القوة ككل، وتداعيات ذلك على مدى الاستمرار والتغير في بنية النظام الدولي، وقد وصلت الدراسة إلى أن جائحة كوفيد ــ 19 تعتبر حدثا محوريا في تاريخ العلاقات الدولية ، من شأنه أن يؤدي إلى التغير في مفهوم القوة و في توزيع عناصر القوة بين الدول، فقد عززت ظروف الجائحة الجدل القائم حول بنية النظام الدولي، وكشفت عن تراجع الدور القيادي للولايات المتحدة الأمريكية كقوة عظمى، مقابل سعي روسيا والصين إلى استغلال الوضع وتحويل جائحة كوفيد ـــ 19 إلى أداة دبلوماسية لتنفيذ أجندة سياستهما الرامية إلى تغيير بنية النظام الدولي.
