الشراكة بين القطاعين العام والخاص في مشروعات النقل بين الحتمية الاقتصادية والخيار الاستراتيجي

Résumé: تضمنت الورقة البحثية موضوع الشراكة بين القطاع العام والقطاع الخاص في المجالات التي تعنى بمشروعات النقل، حيث لخصت المفاهيم النظرية المرتبطة بالموضوع ومختلف أشكال استعمالاتها في مجالات النقل البحري، الجوي، البري والسكك الحديدية. وقد تجلى محتوى الدراسة في ثلاث محاور أساسية خصص الأول للإطار المفاهيمي للشراكة بين القطاعين العام والخاص وأشكالها ليتم الإنتقال بعدها إلى استعراض تطبيقاتها في مجالات النقل المختلفة، واستقر الختام على الاستشهاد ببعض التجارب الدولية في هذا القطاع. وخلصت الدراسة الى مجموعة من النتائج مفادها أن الشراكة بين القطاعين العام والخاص تشكل موردا ماليا هاما وخيارا استراتيجيا لتوزيع المخاطر والتوفيق بين المصالح المشتركة للقطاعين، وقد عرفت انتشارا دوليا كبيرا من خلال عدة تجارب أثبتت فعاليتها الاقتصادية والاجتماعية. Abstract: This study focused on the topic of public-private partnerships in investments related to transportation. We focused our research on the theoreticalconcepts of partnership and the different forms used in maritime, air, land, and rail transport. The content of the study was divided into three main areas. The first was devoted to the conceptual framework of the partnership between the public and private sectors and their forms; the second was reserved for the different modes of cooperation in the transport sector. We finished by presenting some international experiences in this way. The study concluded with a set of results conceding that the partnership between the public and private sectors is a significant financial resource and a strategic choice to spread the risks and reconcile the common interests of the two sectors.
