Résumé: لا شك أن أهم أنواع الرقابة الدولية هي رقابة أشخاص القانون الدولي على نفسها إذ تطبق أحكام القانون الدولي الإنساني، فغني عن البيان أن احترام الدول طواعية لالتزاماتها الدولية التي تعهدت بها بموجب القانون الدولي الإنساني تعد أفضل وسيلة لتطبيق قواعد هذا القانون، ويمكن أن نطلق على هذا النوع الرقابة الذاتية، ولكن إذا لم تتحقق أو لم تفلح هذه الرقابة الذاتية فإنه لا ينبغي أن نتجاهل دور الجهات المخولة بالإشراف والرقابة والتي تتمثل أساسا في اللجنة الدولية للصليب الأحمر، والدولة الحامية وبدائلها، واللجنة الدولية لتقصى الحقائق. There is no doubt that the most important types of international oversight are the control of international law persons on themselves as they apply the provisions of international humanitarian law, so it goes without saying that states ’voluntary respect for their international obligations that they have undertaken under international humanitarian law is the best way to implement the rules of this law, and we can call this Gender self-censorship, but if this self-censorship does not materialize or does not succeed, we should not ignore the role of the supervisory and oversight bodies, which are mainly the International Committee of the Red Cross, the Protecting Power and its alternatives, and the International Fact-Finding Commission.
