إجراءات الدولة في الحد من الجريمة والانحراف من خلال سياسة التأهيل الاجتماعي للمسجونين داخل المؤسسة العقابية.

Résumé: تعتبر العمليات الإصلاحية التي تقدم إلى السجين خلال فترة إيداعه في المؤسسة العقابية و التي تشمل البرامج التأهيلية بمختلف أشكالها و مستوياتها ( التعليمية، المهنية، النفسية، الاجتماعية و غيرها ... )، الخطوة الأولى في تأهيل السجين و تحضيره إلى ما بعد الإفراج، لإعادة إدماجه في المجتمع وفق إستراتيجية فعالة لمكافحة الجريمة، فالدراسات و الأبحاث العلمية تدل على ابتعاد المجرم عن الانحراف كلما زاد انتظامه في التأهيل العلمي و المهني، و لاشك أن إصلاح السجين يعتبر نوعا من الوقاية المستقبلية، إذا ما تم تدعيمها بالرعاية بعد الإفراج أي الرعاية اللاحقة، إذ تعتبر هذه الأخيرة الهدف الأسمى الذي تسعى إليه المؤسسة العقابية على وجه الخصوص و الدولة عامة . Abstract : The corrective measures submitted to the prison during the period of filing in the penal institution, which includes rehabilitation programs of various forms (educational, vocational, psychological, social, etc.), are the first step in rehabilitating the prisoner and preparing him for the post-release period. Incorporate it into the society according to an effective strategy to combat crime. Studies and scientific research indicate that the criminal avoids delinquency whenever he is more regular in the scientific and vocational rehabilitation. The reform of the prisoner is considered a kind of future prevention, if it is supported by care after the release. As the latter is the ultimate aim of the penal institution in particular and the State in general .
