الديمقراطية التشاركية في مجال العمران: دراسة حالتي الجزائر وتونس

Résumé: على اعتبار أن الديمقراطية التمثيلية هي الشكل التقليدي للعملية الديمقراطية والتي تولي اهتمام لرأي الأغلبية على حساب الأقلية بأسلوب غير مباشر بواسطة ممثلين يختارهم المواطنين، إلا أن ذلك لم يكن كافي فقد ازدادت المطالب بتطوير وتوسيع المشاركة بصورة دائمة ومستمرة، وهو ما عرف باسم الديمقراطية التشاركية، التي تعتبر نهج حديث للديمقراطية، يتم فيها تجاوز المقاربات التقليدية من خلال اشراك المواطنين في الحياة السياسية، وقد لقى هذا الاختيار مكانة على الصعيد المحلي أكثر منه على الصعيد الوطني كونه أقرب للمواطنين وأقرب في تطبيق آليات التشاركية، إذا ما تعلق الأمر بمخططات البلدية وببرامج التنمية الحضرية أو التهيئة العمرانية في الجزائر أو التهيئة الترابية في تونس. Since representative democracy is the traditional form of democracy process and which pays attention to the view of the majority at the expense of the minority, in indirect way, through representatives elected by the citizens; however, that was not enough as the demand of developing and expanding the participation regularly and continuously has grown. This is called “participative democracy” which is considered as a modern trend of democracy, where the traditional approaches are passed via involving the citizens in the political life. This choice has gained position at the local level more than the national one because it is closer to the citizens and to the application of the participative mechanisms when it is related to the plans of the municipality and the programs of the urban development in Algeria or the territorial one in Tunisia. key words: participative democracy- representative democracy - the local actors - urbanism.
