فعالية إتفاقيات التوأمة في ترقية أداء الجماعات المحلية بين النصوص القانونية و الواقع

Résumé: الملخص : تهدف هذه الدراسة الى إبراز أثر اتفاقيات التوأمة في تطوير أداء الجماعات المحلية في الجزائر والرفع من كفاءة أدائها من خلال النصوص التشريعية المنظمة لإطار التوأمة بين الجماعات المحلية ونظيرتها الأجنبية و التي عرفت اليوم انتشارا واسعا بين مختلف الدول وأصبحت رابط للشراكة الأجنبية ودعم للتعاون بين الدول في مختلف المجالات الإجتماعية و الإقتصادية والثقافية لما لها من نتائج إيجابية في مجال التنمية المحلية ، إذ بالرغم من أهمية التعاون اللامركزي ، ومساهمته في خلق إقتصاد محلي وتطوير قدرات وأداء الجماعات المحلية إلا أن فعاليته تبقى محدودة على أرض الواقع مما يسمح بتحقيق الإستفادة الفعلية والحقيقة منه . Abstract: This study aims to high light the impact of twinning on developing the performance of local collectivitiés in Algeria and raising the efficiency of their performance through the legislative texts regulating the framework of twinning between local collectivitiés and their foreign counterparts, which today has been widely spread among different countries and has become a link to foreign partnership and support for cooperation between countries in Various social, economic and cultural fields because of their positive results in the field of local development, as despite the importance of decentralized cooperation, and its contribution to creating a local economy and developing the capabilities and performance of local collectivitiés, its fectiveness remains limited on the ground, allowing actual and real benefit from it
