التعاون الدولي في مكافحة جرائم الفساد،(مقاربة قانونية أمنية)

Résumé: الملخص: يعاني المجتمع الدولي من ظاهرة خطيرة ومقلقة، تتمثل في التنامي المتزايد لجرائم الفساد العابرة للأوطان، والتي تطورت بصورة رهيبة واستفادت من التطورات التكنولوجية المتلاحقة والمتغيرات الكبيرة التي أفرزتها الظروف السياسية والاقتصادية والإحتماعية العالمية، بحيث عجزت الأجهزة الوطنية والدولية المتطورة في ملاحقتها والحد من سلطانها، وذلك بالنظر لما أصبحت تشكله من مخاطر على جميع مناحي الحياة، و اليوم أصبحت ظاهرة الفساد المالي والإداري والمؤسساتي من أخطر الظواهر في العالم المعاصر لما تحدثه من آثار على المستويات الخاصة و العامة للشعوب في ميدان التنمية الاقتصادية والإنسانية بصفة عامة. Abstract: The international community suffers from a dangerous and worrying phenomenon, represented in the increasing growth of transnational corruption crimes, which developed terribly and benefited from the successive technological developments and the great changes produced by the global political, economic and social conditions, so that the advanced national and international agencies were unable to pursue them and limit their authority, given that Since it has become a threat to all walks of life, and today the phenomenon of financial, administrative and institutional corruption has become one of the most dangerous phenomena in the contemporary world due to its effects on the private and public levels for peoples in the field of economic and human development in general.
