الإعلام الجديد والأفاق الجديدة للتعبئة السياسية و الممارسة الديموقراطية

Résumé: الملخص: تمكنت تكنولوجيات الاعلام والاتصال الجديدة من إعادة تشكيل وبلورة خارطة العمل الاتصالي والإعلامي في المجتمعات المعاصرة مؤثرة بذلك على كل القطاعات الحياتية للشعوب. في المجال السياسي،أحدث الانفجار التكنولوجي مع نهاية التسعينات نقلة نوعية في ميكانيزمات وأساسيات الممارسة السياسية والديموقراطية. تستهدف الدراسة معالجة مدى تأثير هذه الطفرة التكنولوجية على مجال الاتصال السياسي والتعبئة السياسية من جهة وعلى الفعل الديموقراطي وبروز نماذج جديدة ومبتكرة من الممارسة الديموقراطية من جهة أخرى Obstract : Iformation and communiacation technologies managed to reshape the communicational map of action in comtemporary communities , while laying influence on all ways of life of peoples . Politically ,the technological explosion brouth about a qualitative leap in mechanisms and rules of practices and democracy . This stady aims at dealing with the impact of such technological transformation on the field of political and political mobilization in particular, in addition to the implications on democratic act through the emergency of democratic practices which were not formerly existed
