الانظمة الجمركية الاقتصادية و التنويع الاقتصادي

Résumé: ملخص : التنويع الاقتصادي مكسب الدول المتطورة و هدف و مسعى الدول السائرة في طريق النمو، تحقيقه يؤدي لا محالة الى النمو الاقتصادي في عدة مجالات، و الجمارك مؤسسة عمومية مكلفة بحماية الاقتصاد الوطني و تحصيل الحقوق و الرسوم عند الاستيراد و التصدير ، فضلا عن حماية مكتسبات الدولة من المخاطر المنجرة عن السلوكيات السلبية للمواطنين أو التهديدات الخارجية ذات الطابع الاقتصادي، كما أنها مطالبة بمسايرة و تطبيق السياسة الاقتصادية و المالية للدولة في مختلف الظروف، خاصة ما تعلق منها من جلب للاستثمارات الأجنبية و مرافقة المتعاملين الاقتصاديين في نشاطاتهم. لذلك نظم المشرع عدة أحكام في التقنين الجمركي لتأطير عمل إدارة الجمارك، منها ما يتعلق بموضوع التنويع الاقتصادي، سميت بالأنظمة الجمركية الاقتصادية، هذا المقال يسلط الضوء على العلاقة الموجودة بين هذه الأخيرة وموضوع التنويع الاقتصادي الذي أصبح مطلبا ملحا، بعد تدهور سوق المحروقات ونفاذها، في الجزائر. Abstract: Economic diversification is the source of profit for developed countries, and the goal and endeavor of other nations moving on the path of growth, achieving it inevitably leads to economic growth in several domains. Customs is a public institution charged with protecting the national economy, and collecting rights and fees upon import and export, as well as protecting the state’s gains from risks arising from the negative behaviors of citizens or external threats of an economic nature, it is required to follow and implement the state’s economic and financial policy in all circumstances, especially in those related to bringing foreign investments and monitoring economic dealers in their activities. Therefore, several legal provisions in the Customs Law have been edicted by the legislator to frame the Customs Administration’s job, some of which are related to the issue of economic diversification called economic customs regulations. This article highlights the relationship between the latter and the issue of economic diversification, which has become a pressing topic after the deterioration and depletion of hydrocarbons and fossil fuels in Algeria.
