البيع بالمزاد العلني كآلية لمكافحة الفساد الإداري في الجزائر
Résumé: الفساد الإداري يمس الإدارة من حيث الإهمال واللامبالاة وتعطيل المصالح والتجاوزات الإدارية لمصالح ذاتية للموظف، كما انه سوء تسيير وسوء توجيه بوجه عام. تهدف هذه الورقة البحثية إلى البحث على السبل الكفيلة لإضفاء الشفافية والمصداقية للبيوع التي تقوم بها الدولة، و كذا مكافحة ظاهرة الفساد الإداري التي تعد من أولويات الدولة. وقد تم التوصل إلى أن البيع بالمزاد العلني يعد فعلا إلية لمكافحة الفساد الإداري في الجزائر من خلال الشروط التي فرضها القانوني لإجرائه. اAbstract: Administrative corruption affects the administration in terms of neglect and indifference and disrupting the interests and administrative abuses of self -interests for the employee, as it is misfortune and misfortune in general. This research paper aims to research the ways to add transparency and credibility to the sales of the state, as well as combating the phenomenon of administrative corruption, which is one of the priorities of the state. And it has been concluded that the sale of public auction is really a mechanism for combating administrative corruption in Algeria through the conditions imposed by the legal to its impact.
