الديمقراطية التشاركية في المجال البيئي وحدودها في الجزائر

Résumé: يعتبر مبدأ المشاركة في المجال البيئي من بين أهم المبادئ والحقوق الاجرائية التي يرتكز عليها الحق في بيئة سليمة ونظيفة، والتي تتمثل في الصلاحية الممنوحة للمواطن من أجل تسيير شؤون العامة في مجال حماية البيئة، وهذا كله من أجل تعزيز الشفافية والمسائلة وتحقيق العدالة البيئية. وسنحاول في هذه الدراسة تبيان الإجراءات والآليات القانونية التي تمكن الأشخاص من ممارسة هذا الحق، خاصة وأن الجزائر كغيرها من دول العالم حاولت إدماج هذا الحق في منظومتها القانونية، سواء على المستوى الدستوري أو على المستوى التشريع البيئي. The principle of participation in the environmental sphere is one of the most important procedural principles and rights underlying the right to a healthy and clean environment, which is the power conferred on citizens to conduct public affairs in the field of environmental protection. In this study, we will try to indicate the legal procedures and mechanisms that enable people to exercise this right. in particular that Algeria, like other States of the world, has attempted to integrate this right into its legal system, At both the constitutional and environmental levels.
