الاستدامة المالية في الجزائر في ظل تقلبات أسعار النفط ( دراسة تحليلية للفترة 2000-2020)

Résumé: هدفت الدراسة الى تحليل الاستدامة المالية في الجزائر في ظل تقلبات أسعار النفط للفترة 2000-2020 ،بإستخدام مختلف مؤشرات الاستدامة المالية سيما مؤشر الدين العمومي ومؤشر الفجوة الضريبية ومؤشر العجز الموازني. حيث توصلت نتائج الدراسة الى أن الجزائر تعاني من هشاشة الاستدامة المالية بسبب تأثر موارد ميزانية الدولة بصدمات اسعار النفط ،آخرها الصدمة المزدوجة لانخفاض الطلب وانتشار وباء كورونا كوفيد 19 ،مما جعل السلطات تراجع سعر برميل النفط المعتمد في ميزانية الدولة من 50 دولار الى 30 دولار للبرميل، وتصدر قانون مالية تكميلي لسنة 2020 تهدف من وراءه الى تقليص النفقات العمومية ، ومنه يوصي البحث بإيجاد نموذج اقتصادي جزائري جديد يضمن التمويل الدائم للاقتصاد من خلال زيادة الجباية العادية لتغطية النفقات العمومية . الكلمات المفتاحية : صدمات اسعار لنفط ، استدامة مالية ، دين عمومي ، عجز موازني ،فجوة ضريبية . تصنيف JEL : O49 ،H61 ،E 62 Abstract: The study aimed to analyse Algeria's fiscal sustainability under oil price fluctuations for the period 2000-2020, using various indicators of fiscal sustainability, notably the Public Debt Index, the Tax Gap Index and the Balance Deficit Index. The results of the study found that Algeria suffered from a vulnerability to fiscal sustainability owing to the vulnerability of State budget resources to oil price shocks, most recently the double shock of low demand and the spread of the Corona Cofed 19 epidemic, which caused the authorities to reduce the price of the State budget barrel of oil from $50 to $30 per barrel, and to enact a supplementary 2020 fiscal law aimed at reducing public expenditure. The research recommends the creation of a new Algerian economic model that ensures permanent financing of the economy by increasing the normal collection of public expenditures.
