التحول نحو الإدارة الالكترونية في الدول العربية بين الفرص والقيود

Résumé: ملخص: تتناول هذه الدراسة، واقع التحول الى الإدارة الالكترونية بالدول العربية، باعتبارها منظوراً فكرياً ادارياً حديثاً، فرضته التغيرات الإدارية الخارجية المستمرة في بيئة العمل الإداري، والتي ترتكز على تقنيات تكنولوجيا المعلومات والاتصالات، وعلى منظومة شاملة ومتكاملة من القواعد الادارية الرقمية، بما يضمن التميز والارتقاء بالعمل الإداري، وتطوير الاداء واتقانه. غير ان تطبيقها في هذه الدول، شابه الكثير من القيود والعراقيل التي حالت دون ذلك، لاسيما ما تعلق منها بالعراقيل التكنولوجية والثقافية. حيث ترمي هذه الدراسة الى تسليط الضوء على القيود التكنولوجية والثقافية، لدورهما المهم في التحول الى الإدارة الالكترونية. وخلصت الدراسة الى أن الدول العربية متأخرة في مجال التحول الرقمي مقارنة بالدول المتطورة، وهو ما يفرض عليها توفير بنية تحتية تكنولوجية ومعلوماتية من أجل تجسيد مشروع الإدارة الالكترونية، كما يتعيّن عليها تغيير الثقافة التنظيمية بحيث تصبح أكثر تكيفا وتأقلما مع التغيير التنظيمي الرقمي والحد من مقاومته. Abstract: This study examines the reality of the application of e-governance in Arab States as a modern management intellectual perspective, imposed by ongoing external management changes in the administrative working environment based on ICT technologies. A comprehensive and integrated system of digital administrative rules to ensure excellence, improve management work and develop and master performance. However, their application in these States has been marked by many constraints and obstacles, particularly those related to technological and cultural obstacles. This study aims to highlight technological and cultural constraints in their important role in the translation of electronic governance. The study concluded that the Arab States are lagging behind in the field of digital transformation compared to the developed countries, which requires them to provide technological and information infrastructure in order to reflect the e-governance project, which should change the organizational culture so that it becomes more adapted and adapted to digital organizational change and reduce its resistance.
